Re:     Dental Services for the Department of Corrections

RFP Specifications and Bid Instructions

Dear Ms. Cooper:

Please refer to the enclosed CMS Statewide Alternative 2 Price Schedule, which has a "must relieve" clearly in the field next to the dental staffing and the enclosed directions for Alternative Staffing Plans from Page 84 of the RFP, which states that bidders must insert the proposed staffing and the relief factor staffing.  By definition, Amust should mean must.  CMS was allowed to circumvent and undercut this written RFP bidding guideline during the bid process, remove the entire largely minority dental service and not be accountable for the contractually required level of care.

Vendors cannot fairly compete when the written bidding specifications and guidelines are not enforced.  These written specifications and guidelines create huge pricing differentials.

The inappropriate, inconsistent and inequitable interpretation and enforcement of RFP bidding guidelines and RFP specifications should be fully investigated and corrected.

Additional information is available on the Correctional Dental Associates Website, cdapc.com, in the Documents Section.

Sincerely,
